I cannot see how points deduction can or should be implimented, I believe that it is time for the actual grading issue to be taken off the front page and for the league to quietly but efficiently exert pressure on the few known clubs that let the rest down; this could be done by carry out spot checks an hour and a half before kick off time carrying out inspections on the standards of preparation for matches. Hygiene and cleanliness in dressing rooms, clubhouse etc, preparations & condition of playing surfaces and general ground tidyness, these are the issues that are important for all visitors. Improvement notices could be served (as with floodlighting grids) and fines levied on the serial offenders, this would coherse improvements in poor standards and enlightenment on what is expected/required. There are a few clubs that fall down on the letter of grading, but would be high on people's appreciation in efforts of presentation. We should also remove the nonsence of clubs having dispensation which have allowed them relaxation from sanctions of the grading requirements.
The club I am associated with have health & hygiene checks carried out every couple of years by the local authority, this includes changing rooms, toilets as well as usual catering and bar facilities, this simply cannot happen at some clubs!
The paying of players is another matter entirely and should be divorced from this particular debate; it is something that everyone associated with running football should be taking steps to ensure complaince to the law (of the land not football), it is singularly the one item that makes a mockery of competition, it amounts to cheating, it seems the one issue that footballing authorities are equally guilty of ignoring although I understand that some County Associations are referring potentail offenders to compliance units after inspecting clubs' accounts. Dare I suggest that if all clubs were applying PAYE equally then the better facilities at clubs would be the guiding issue for the mercenries! This is what point deductions should be used for and would be more telling and penalising - ask Daventry & St Ives how moral sapping point deductions can be when you have real ambition to do well, their deductions were of course for playing players while under suspension. This would penalise the clubs and their current crop of players alike.
Not for one minute do I believe that S&L failed the facilities grading so badly on what has been paid to players over the years, there has been years of indifference to the competition and visitors alike, even after having a huge grant to pay for the changing rooms etc. the rest of their ground facilities have been ignorred by the club, but the plasmas and busy bar are great- so revenue shouldn't have been the problem!
