The match fixing is one thing but how can you keep qualifying for coming 4th in your domestic league? Worse when you have not achieved anything in years (pre 2 years ago) how can you be seeded in the 1st group based on historical performances from 10 - 20 years ago thus gaining a likely easier group. It makes no sense to go through a pre qualifying competition and when you come through that you get seeded in the 1st group
