What about Ramsey? Highest they can finish is 4th, but if the Peterborough League will release them they can be promoted.
Anyone know the situation?

sg - did you mean " can they be promoted"
As they will not finish in a promotion position they will not be a UCL club next season. The only way they could be promoted would be by The FA Leagues Committee giving special permission, which I understand would not be given as there are no special circumstances to warrant it.
